爆破作业专项安全施工方案
一、编制依据及原则 1、编制依据
1.《南昌至宁都高速公路冈上至宁都段xx标两阶段施工图设计》。 2.《公路路基设计规范》(JTGD30—2004)。 3.《建筑基坑支护技术规程》(JGJ120—99);
4.《建筑施工手册》(第四版)(中国建筑工业出版社出版)。 5.《公路工程施工安全技术规程》(JTJ076-95)
6.踏勘工地现场,自行调查工地周边环境条件所了解的情况和收集的信息。 7.我部现有的设备、技术实力和从事类似工程实践过程中积累的施工经验。
2、编制原则
坚持技术先进性、科学合理性、经济适用性、安全可靠性与实事求是相结合。 合理安排,做到布局合理、科学组织以保证施工安全。为业主服务,让业主满意、放心。
全面推行贯彻执行ISO9001-2004标准,做到层层按标准管理,人人按标准做事,事事执行标准规范,处处按标准考核。
二、工程概况
1、昌宁高速途径南昌县、丰城市、乐安县、永丰县及宁都县,路线为北南走向。项目影响区旅游资源丰富,沿线主要旅游自然景点有:阁皂山生态旅游区、流坑村生态旅游区、永丰国家森林公园、水浆自然保护区、翠微峰生态旅游区、莲花山风景区等;人文景点:八一英雄纪念碑、洪洲窑遗址、流坑村古建筑群、欧阳修纪念馆、第一次反“围剿”龙冈指挥所、第四次反“反围剿”主战场、宁都指挥部旧址等。因此本项目的建设,对加快我省旅游事业发展、充分开发利用自然资源,促进地区旅游经济的发展,均具有十分重要的意义。
本合同段主要工程量如下:
路基工程:
路基挖土方197144m3,挖石方325535m3;路基填筑利用土方200563m3,利用石方4701m3;借方166941m3。
盖板涵13座,总长378.57米。
四、危险源识别及相关措施

1、石方爆破的危险源类型
(1)、与地址勘察有关的事故
勘察设计地址资料中的石方岩性与实际不符。 (2)、与炸药用药量有关的事故
1)、用药量过大,爆破过程中岩石碎块飞溅距离远,超出警戒区。 2)、用药量过小,爆破结果不理想。 3)、石方体积估算错误。 (3)、与雷管质量有关的事故
在爆破过程中出现哑炮。 (4)、与管理不当有关的事故
1)、爆破作业信号错误,或不统一。 2)、安全警戒人员失职。 3)、爆破器材管理不善。
2、引发事故的主要原因
(1)、在调查阶段,事前对周围环境调查不够,如临近建筑物的情况调查不足、地下设施及地下构筑物情况调查不足、地质勘察不详细、地质资料不足等。
(2)、在设计阶段,选用单位体积岩石的炸药消耗量有误,选用的设计方法有误等。 (3)、在施工阶段,爆破人员不按照规范操作,安全指挥经验不足,安全警戒人员责任心不强等。

五、石方爆破安全技术设计 1、一般规定
采用松动爆破作业为主,严禁过量爆破。路堑边坡采用预裂光面爆破,断面采用微差挤压梯段爆破。
2、爆破网路及孔位布置
根据本合同段石方岩性、完整性和对岩石块度的要求,拟采用多排等间距布置,梅

花形布孔。排距取3.0m,孔位间距3.0m;梯段高度根据施工现场情况,有碎落台时钻至变坡点处。无碎落台时梯段高度为3.0m。炮位位置和起爆顺序如图下所示:

(1)总药量的计算 Q总=q×v
Q总——总装药量,单位为kg;
q——单位体积岩石的炸药消耗量,单位为kg/m3; v——被爆破的岩石体积,单位为m3
根据本合同段的石方岩性,并参照《公路工程预算定额》及施工经验,取q=0.30kg/m3,则炸药总量:Q总=q×v =0.30kg/m3v
(2)单孔装药量计算 Q单=a×b×H×q
其中 Q单—单孔装药量,单位为kg; a—炮孔间距,单位为m; b—排距,单位为m; H—炮孔深度,单位为m;
q—单位体积岩石的炸药消耗量,单位为kg/m3;
六、施工要求 1.施工准备
根据批准的爆破设计方案准备爆破器材,对施工机械进行仔细的调试检查,采用大

型推土机将试验场地平整,为爆破试验做好充分准备。
2.孔位放线
根据路基开挖边线及边坡坡率,用石灰标志炮孔孔位。
3.钻孔及孔位检查
钻孔时应保证钻孔精度,沿开挖边线打预裂眼按坡率到设计梯段高度。周边眼的孔深通过计算不能超钻;中部施工眼钻至设计梯段高度,并使孔在一个面上。经爆破组组长对炮孔进行检查后方可装药。
4.装药、炮孔堵塞
预裂眼采用不藕合装药,根据炮孔深度间断装药;中部及周边眼采用藕合装药,装药后用土填塞炮孔,炮孔禁止使用石块和易燃料填塞。
按照设计方案进行网路联结,并在网路汇总线上安装起爆雷管。安装时,严禁投掷或冲击。
5.安全警戒
进行安全警戒,施工机械及现场人员全部撤离至安全区以外,击发起爆破。起爆起,应设置统一的起爆信号和撤除警戒信号,以确保安全。
6.哑炮的处理
爆炸时,安全监炮员认真数清爆炸炮眼响数。爆破后,应共同检查爆破结果。对处理哑炮、残药时,要先灌水和采取正确的方法当班排除。不准用铁器取雷管、掏炸药。对处理雷管、残药的数量要造册登记并交还仓库保管。
七、检验与验收
1、爆破之后测量坡面,检验放坡系数是否符合设计要求。 2、检验是否有过量开挖,或欠挖。
八、安全管理 1、基本安全制度
(1)认真执行爆破作业安全规程和安全规定,切实做好爆破作业后的安全检查和安全处理。
(2)爆破作业要做到“三统一”,即统一时间、统一指挥、统一信号,划定安全警戒区、明确安全警戒人员。
(3)认真编制爆破方案和安全技术措施,并做好作业技术交底工作。

(4)从事爆破工作的人员必须经过专业安全技术培训,持证上岗。
(5)爆破材料必须符合标准和工地使用条件,每批爆破材料使用前必须进行有关性能、工艺参数的试验。
(6)严禁边打眼、边装药、边放炮及挤压装有雷管的起爆药。
(7)工区内火工器材的采购、运输仓储、保存爆破公司负责,工区内采用的爆破器材和爆破技术需经爆破公司民爆器材领导小组批准。
(8)严格火工器材的安全管理使用、保管、加工、回收、运输等各环节的安全工作,凡有火工器材的场所严禁烟火。
(9)在同一地点,露天浅孔爆破不得与深孔、硐室大爆破同时进行。
(10)装药前,非爆破作业人员和机械设备均应撤离至指定安全地点或采取防护措施,撤离之前不得将爆破器材运到工作面。
(11)在无照明的夜间、中大雨、浓雾天、雷电和五级以上大风(含五级)等恶劣天气,均不得进行露天爆破作业。
(12)点炮人员事先必须选定安全隐蔽地点,当爆破地点没有安全可靠的撤离条件时,严禁使用火药起爆(按规定要求点炮)。
(13)挖孔桩孔内空气含沼气或二氧化碳浓度超过1%时,禁止进行爆破作业。 (14)防止因爆破引起的工程质量事故,以及加剧不良地质地段岩体的恶化。考试大监理工程师
(15)采用火花起爆、电力起爆、导爆索起爆、导爆管起爆及处理瞎炮时应遵守《民爆器材与爆破作业安全管理规定》。
2、爆破作业的安全警戒
(1)进行爆破作业时,必须布置严密的安全警戒。安全警戒一般分为二道设置,离爆破中心点半径300~500m范围为第一道警戒区,在装药点50m范围内设置第二道警戒区。第一道警戒区由责任心较强的作业人员担任,第二道警戒区的警戒任务由爆破作业人员、安全监督员等担任,严禁无关人员进入该警戒区。
(2)担负安全警戒任务的人员应有口哨、佩戴胸卡或持红旗,警戒过程中,必须坚守岗位,严格履行职责。
(3)在预告信号发生后,各安全警戒点应将警戒范围的人员、车辆迅速组织撤离。所有无关人员应听从安全警戒人员的指挥,迅速撤离,不得无故拖延,影响爆破作业,否则由此而发生的意外事故,自负责任。

(4)标识与警示施工区域和现场,应设置文明施工、环境保护的宣传教育标牌、标语及宣传栏(橱窗);在车辆、行人通行的地方施工、上下层交叉立体施工时,应当设置沟井坎穴覆盖物和施工标识。夜间施工要保证作业场所和相关通道有足够的照明。施工现场相关部位的安全警示标识必须醒目,临边、孔洞、人员进出口等部位安全防护设施必须完善。施工现场出入口处应建立值班检查室,有专人负责,禁止闲杂人员进入施工现场
3、爆破作业的信号
用哨声报警,第一次为三个长哨为预报信号,无关人员必须马上撤离现场。第二次为连续短声为起爆信号,爆破后由爆破员进入现场检查,发现异常现象或未爆应及时处理,同时安全保卫组人员严禁无关人员进入危险区。检查确认安全后应及时解除警戒。第三次哨声为二长一短解除警戒信号,确保人员和财产安全。
